The political and cultural context can determine whether the government of the day employs a military or law enforcement-based strategy.

In some countries or environments, one is inseparable from the other, and this may have implications for how the strategy is developed within and without their borders.

In this section we will examine military and law enforcement approaches to addressing the problem of terrorism and violent radical political movements.
